The National Backward Classes Finance & Development Corporation (NBCFDC)

Overview :

  • The National Backward Classes Finance & Development Corporation (NBCFDC) has been formed as a Central Government Undertaking.
  • It is under the direct control of the Ministry of Social Justice and Empowerment. The basis of its formation is the Sec. 25 of the Companies Act 1956. It was established as a not for profit company on 13th January, 1992.
  • The aim for the creation of this Company was to develop a separate entity that would remain responsible for the promotion of activities that would lead to the betterment of the financial capabilities of the Backwards Classes in India.
  • The activities would help in the upliftment of skills that can lead to self-income generation. NBCFDC Scheme also arranges for related finance for the persons concerned.
  • The income generation schemes would be based on several activities such as Farming related activities, miniature form of business, craftsmanship, technical trades, service-oriented activities.

 

There are several schemes under the NBCFDC Scheme. The Shilp Sampada Scheme, New Swarnima for Women Scheme and Saksham Scheme are the most notable of these schemes.

1. SHILP SAMPADA SCHEME DETAIL :

It is found that the technical and the business proficiencies are lacking among the community of the Backward Classes. This needs to be improved by way of necessary training. Along with this financial support is also rendered through the Term Loan options. Shilp Sampada scheme is applicable for activities related to the traditional handicrafts and craftsmanship.

  1. Documents Required for Shilp Sampada Scheme
    • Only the people who have the valid Government documentation (Central or State) reflecting their Backwards Class status is admissible. The family of the beneficiary should belong to the BPL category.  The annual family income should not exceed Rs. 1.2 lakhs in the urban and 0.98 lakh in the rural areas. Documents must be presented for this.
  2. Benefits of Shilp Sampada Scheme
    • A maximum amount of Rs. 10 lakh loan can be availed by a person. A max. of 85% of the cost is to be financed by NBCFDCSCA to bear 10% and the rest 5% has to borne by the beneficiary himself.
  3. Interest rates for Shilp Sampada Scheme
    • Loan amount < Rs. 5 lakhs: 3%( NBCFDC to SCA), 6%( SCA to Benef.)
    • Loan amount between 5 lakhs & 10 lakhs: 5% (NBCFDC to SCA), 8% ( SCA to Benef.)
    • The loan needs to be paid back in a span of 10 yrs (installment every 3 months)

2. NEW SWARNIMA SCHEME FOR WOMEN DETAIL :

New Swarnima scheme aims to make the women of the Backward Community financially independent by way of financial assistance for starting one’s own venture.

  1. Documents Required for New Swarnima scheme
    • The women who are the targeted beneficiaries have to come from under twice the BPL line. Documents must be presented for this. If the venture expenses is below Rs. 1 lakh or lesser, the women will not need to contribute any part. Interest rates are also maintained lesser than the general scheme.
    • Only women who have the valid Government documentation (Central or State) reflecting their Backwards Class status is admissible. The annual family income should not exceed Rs. 1.2 lakhs in the urban and 0.98 lakh in the rural areas.
  2. Benefits of New Swarnima scheme
    • A maximum amount of Rs. 1 lakh loan can be availed by a woman. A max. of 95% of the cost is to be financed by NBCFDCSCA to bear 5%.
  3. Interest Rates for New Swarnima Scheme:
    •  2%( NBCFDC to SCA), 5%( SCA to Benef.)
    • The loan needs to be paid back in a span of 10 yrs. (installment every 3 months)

3. SAKSHAM SCHEME DETAIL :

Saksham scheme has been designed for the youths of the Backwards Class. The scheme aims to help youths of this community who have certain professional skills to become self-sufficient through providing financial assistance.

  1. Documents Required for Saksham scheme
    • People who are the targeted beneficiaries have to come from under twice the BPL line families. The annual family income should not exceed Rs. 1.2 lakhs in the urban and 0.98 lakh in the rural areas. Documents to be furnished.
    • Only youth who have the valid Government documentation (Central or State) reflecting their Backwards Class status is admissible.
    • The youths must mandatory possess a professional certificate for having completed courses in working in the following places as Assistants: Physician Clinic Running, Hospital, Physiotherapy centres, Pathological labs, Offices of Professionals, etc.
  2. Benefits of Saksham scheme
    • A maximum amount of Rs. 10 lakh loan can be availed by a person. A max. of 85% of the cost is to be financed by NBCFDC, SCA to bear 10% and the rest 5% has to borne by the beneficiary himself.
  3. Interest rates for Saksham scheme
    • Loan amount < Rs. 5 lakhs: 3%( NBCFDC to SCA), 6%( SCA to Benef.)
    • Loan amount between 5 lakhs & 10 lakhs: 5%( NBCFDC to SCA), 8%( SCA to Benef.)
    • The loan needs to be paid back in a span of 10 yrs (installment every 3 months.
