Acid-attack victims to get reservation in central jobs, disability quota for promotions
After the Persons with Disabilities Bill (PWD) recently proposed to consider acid attack victims as disabled under the law,the Department of Personnel and Training (DoPT) has proposed a reservation for acid attack victims in central government jobs in its recent draft policy. DoPT has also outlined specific promotion and age relaxation policies for people with benchmark disabilities in its policy. The Supreme Court of India is already overseeing the proposal to make reservation in promotion of persons with disabilities.
If the draft policy gets its way, people with benchmark disabilities will get quotas in government jobs and specific quota in promotions. The defined benchmark disabilities are:
- Low vision,
- Hardness of hearing,
- Locomotor disability including cerebral palsy,
- Muscular dystrophy
- Cured leprosy.
Besides, acid-attack victims, persons with autism, intellectual disability, specific learning disability, mental illness and deaf-blindness (a combination of sight and hearing loss) will also be entitled to the reservation--which is currently proposed to be one percent.
Who are eligible?
Those with benchmark disabilities -- not less than 40 per cent of a specified disability --will be eligible for reservations in the government services, the draft outlined.
What is Intellectual disability
It is a condition that marks significant limitations in intellectual functioning (reasoning, learning, problem solving) and adaptive behavior that affects the execution of everyday skills.
Scope for secretarial and assistant posts
The draft policy emphasizes filling of the posts of office assistants to Indian Administrative Service officers under this quota.
No cut in OBC or SC/ST quota
The quota provisions made for disabled will not adjust against the posts that will be advertised against those from scheduled caste and other backward classes.
Vertical and Horizontal reservations
The reservation for SCs, STs and OBCs is termed as vertical reservation and the reservation for categories with benchmark disabilities or ex-servicemen is called horizontal reservation.
