1) What is Rashtriya Arogya Nidhi (RAN)?

The Rashtriya Arogya Nidhi (RAN) is a centrally sponsored scheme that provides for financial assistance to patients, who belong to BPL households and are suffering from major life-threatening diseases, to receive medical treatment at any of the super-specialty Government hospitals/institutes or other government hospitals.

2) Who is eligible to avail financial assistance under RAN?

Only patients from families below the poverty line suffering from specified life-threatening diseases are eligible.

3) Under what circumstances financial assistance under RAN is not allowed?

 Financial assistance under RAN is not allowed under the following circumstances:

  • No grant is released to patients seeking treatment at private hospitals.
  • Central & State Government employees and PSU employees are not eligible.
  • Medical expenditure for treatment already incurred by the patient is not admissible for reimbursement under RAN.
  • Diseases of common nature and diseases for which treatment is covered free of cost under other health schemes are not eligible for grant.

4) How are the financial grants under RAN released for treatment of patients?

The financial assistance is not directly given to patients. The grants are released to the Medical Superintendent of the hospital where the patient is being treated.

5) What is the amount of financial assistance provided to patients under RAN?

Under the RAN scheme, eligible patients can receive financial assistance for treatment up to Rs. 2 lakh in each eligible case and up to Rs. 5 lakh in emergency cases. Patients whose treatment cost exceeds Rs. 5 lakh will get the necessary financial help after the case is referred to the Ministry of Health & Family Welfare for providing funds.

6) What are the diseases for which treatment is offered under RAN?

RAN scheme offers specialized treatment to life-threatening diseases which include Heart Diseases & Heart Surgery; Cancer treatment; Kidney & Urinary diseases; Orthopedics; Neurology & Neurosurgery; Endocrinology; Mental Illness; Gynecology and any other life-saving medical procedure or treatment considered appropriate for financial assistance.

7) How does the Central government provide funds to the State Government and government hospitals where the patients are treated under RAN scheme?

All state governments/UTs (except Meghalaya & Nagaland) have set up their respective Illness Assistance Funds. The Central government releases grant-in-aids to the extent of 50 % of contribution made by the States/UTs.

RAN scheme has also set up Revolving Funds in 12 Central Government
hospitals across the country with advance funds up to Rs. 50 lakhs placed at the disposal of Medical Superintendents of these hospitals.

The 12 government hospitals include AIIMS, Dr. RML Hospital, Safdarjung Hospital and Lady Hardinge Medical College and Smt. SK Hospital in New Delhi; PGI, Chandigarh; JIPMER, Pudducherry; NIMHANS, Bangalore; SGPGIMS, Lucknow; CNCI, Kolkata; KGMC, Lucknow; NEIGRIHMS, Shillong; RIMS, Imphal and SKIMS, Srinagar.

8) What is the application procedure to avail assistance under RAN?

To avail assistance under RAN, applicants need to submit the following documents/information to the Section Officer, Grants Section, Ministry of Health & Family Welfare, Room No. 541- A wing, Nirman Bhavan, New Delhi-110011.

  • Application Form (available at the Ministry website free of cost) duly signed by the treating doctor and countersigned by Medical Superintendent of the hospital where treatment is sought;
  • Monthly Income Certificate (in original) of the patient/parents/earning family members, duly certified by the BDO / Tehsildar / Collector / SDM / District Officer/Municipal Officer.
  • A copy of the Ration Card duly attested by Gazetted Officer

9) What is the time limit set by the Grants section of Ministry for processing the application?

Application for seeking financial grant under RAN is processed within a period of 1 month.

10) If applicants have queries regarding status of their cases or any other RAN issue, how can they solve their queries?

The patients or their representative can resolve their queries by visiting the Grants Section between 11 am to 12 noon on working days.

They can even meet the Under Secretary (Grants) at Room No. 433-C at Nirman Bhawan and Director (Grants) at Room No. 408-D, Nirman Bhawan, New Delhi.
